Ukraine’s economic development depends on effective decentralization, which should correspond to real interests of the community. This opinion was expressed by MP from the OPPOSITION BLOC Serhiy Lovochkin during a speech at the 12th Annual meeting of the Yalta European Strategy (YES).
“Decentralization should be a great motive power for economic changes taking place in our country”, Serhiy Lovochkin stressed. According to him, effective economic development of Ukraine and effective management are directly dependent on decentralization.
In this context, the MP gave the example of Poland, in which after the reform of decentralization the local budgets increased from 23% to 35%, which enabled the development of this country.
At the same time, the politician has stressed that the OPPOSITION BLOC supports the issue on decentralization in general, but does not support decentralization in the form in the law, which was proposed to the Parliament.
“It starts with an article that says that the executive power in the districts, regions, Kiev and Sevastopol is exercised by prefects. And the prefects are appointed on the nomination of the Cabinet of Ministers by the President of Ukraine. In this case where are the executive committees of the local communities, performing functions of local government and local self-government? Theseare the most important questions, which requirean answer”, Serhiy Lovochkin said.
He pointed out that the Opposition bloc will do everything in order them tobe improved, modernized and respond to the real interests of the communities before the implementation of the constitutional changes.
