Despite the ruling by the Constitutional Court, Ukraine’s government refuses to restore benefits for those affected by the Chornobyl disaster, and the start of the second stage of healthcare reform also deprived many of them of ability to receive medical care. The IMF’s forecasts on GDP drop and unemployment rate has turned out to be much worse than the most pessimistic forecasts of Ukraine’s government.
